16. Fail-safe Dir.

     Tells how output will behave if the
     device is in a critical state.
      -- Upscale: Output will be at the upper
         limit.
      -- Downscale: Output will be at the
         lower limit.
      -- Non-B/O: No special output. Output
         will be uncertain and possibly
         inaccurate.
     Status for analog output is Non-B/O,
     and for DE output is Upscale.
